The New York State Alliance of Information and Referral Systems (NYS AIRS) and the United Way of New York State are committed to working with other organizations and institutions in order to achieve the following

Outcomes:

When fully implemented, 2-1-1 New York will provide Statewide access to comprehensive health and human services information 24 hours a day, seven days a week, with emphasis on the underserved, persons with special needs and rural populations.

The Statewide 2-1-1 information and referral (I&R) service delivery system:

  • Maintains a human point of contact in which people connect directly with an information specialist in live time.
  • Reflects national AIRS (Alliance of Information and Referral Systems) standards and criteria for certification of information and referral professionals, data management, information sharing, common terminology (taxonomy) and business practices.
    AIRSNYS AIRS is a regional affiliate of the Alliance of Information & Referral Systems (AIRS).
  • Integrates existing community based I&R services so as to maintain multiple access points for information.
  • Increases awareness of the availability of information and referral services as an access point to the health and human services delivery systems.
  • Coordinates reporting of information, aggregates data regarding caller's problems and documents unmet needs for planning by local and state governments and community providers.
  • Utilizes cost effective technologies to maximize efficiencies and outcomes for customers.

Key Objectives:

  • Obtain assignment of 2-1-1 as a three digit telephone dialing code for easily memorable access to health and human service information.
  • Build a public/private partnership to sustain the system.
  • Organize the state into regional 2-1-1 area information centers, designating key information and referral providers to coordinate and disseminate information to callers. Click here for 2-1-1 Regional Call Center Operational Requirements.
  • Enhance and create data management systems to reduce duplication of effort while providing for detailed, accurate, timely and relevant information about programs and services.  Secure funding necessary to sustain the technology that connects callers to the regional area information centers in a 2-1-1 system.
  • Promote adherence to Alliance of Information and Referral Systems (AIRS) standards and criteria that address certification of information and referral professionals, data management, information sharing, common terminology (taxonomy) and business practices.
  • Develop funding strategies for operations, training, data management, promotion, and evaluation.
  • Utilize technology that will enhance and/or broaden callers' access to information.
  • Vest NYS AIRS (and State agency(ies) in partnership) with the responsibility to implement and assure quality for the Statewide     2-1-1 information and referral network.
